My fiancee family are all in Europe and coming to the wedding. I love them like they were my family.

Here is my problem. His beautiful sister will be my maid of honour. She is only 15 and really really needs to wax. She wants to but my future mother in law says she is to young.

I would agree but the wedding is in June and our dresses are strapless. I told my fiance and he said he isn't going to assist me in talking to his mother.

Do you find it funny that she is allowed to have sex (14 legal) but to young to cut or wax hair on her body?
If she would not do this on her own before the wedding you should not expect her to. Kinda like asking your best friend to shave her head before your wedding.
But, I am with you, I would HOPE, she would want to take care of stuff before the big day, but would hope that it was her decision and no one elses.
Your fiance is smart for staying clear....not his battle

you say she needs to shave? but does she really? I have no idea why women shave to start with, shutters at it ..

I did it once and for get it never again (and I dont mean private areas, i mean arms and legs, back even), not worth it what so ever! keep it natural is my moto (trim if you need to but that is about the extent of it)

My sister is usually not up to par with her shaving routine, and I will FORCE her or my mom to ensure that she is shaved for my wedding. Because all you need in the pictures is for Chewbacha to be crawling out from under her arms! Unless youre talking about arm hair. You cant mess with that. And leg hair, oh you bet that better be gone! If she's too young, but hairy to boot, you may need to take her for a day at the spa and pay for her "treatments" as a Maid of Honour fun party thing with her.
